Why Certificates of Origin Matter More Than Ever
Changes to AANZFTA Certificate of Origin Template Effective 21 April 2025
This week, we learned of an important update regarding the AANZFTA Certificate of Origin template, in line with the implementation of the AANZFTA Second Protocol. This change will come into effect on Monday, 21 April 2025, Easter Monday 2025.
What’s Changing?
Following the updated Operational Certification Procedures, a revised Certificate of Origin template will be introduced.
This includes:
- Front Page Change:
The wording in Box 13 has been updated from “Subject of third-party invoice” to “Subject of third country invoice.” - Overleaf Note Changes:
Several notes have been updated or replaced to align with the Second Protocol. Please refer to the link below to view the documentation for full details.

Note 5: The reference to the First Protocol in Box C has been updated to the Second Protocol.

Note 7: Some text has been removed.

Note 9: The reference to Rule 22 has been replaced with Rule 13, along with other minor changes.

Note 10: The reference to Rule 10 has been changed to Rule 11, with additional text included.

Note 11: The reference to Rule 11 has been changed to Rule 12.

Note 14 – new note: Where a Certificate of Origin is issued retroactively in accordance with paragraph 1 of Rule 11 of the Operational Certification Procedure (OCP), the “ISSUED RETROACTIVELY” box in Box 13 should be ticked.
Procedural Change: The most significant procedural change under the Second Protocol is related to how “Issued Retroactively” works for the above countries. This now aligns with the NZ-China FTA rule, where exporters must tick this field if they apply one day after the Estimated Time of Departure (ETD).

This means that there will be two separate AANZFTA templates depending on the export destination. The template will be selected automatically based on the Consignee country.
